For high latency to websites, first determine the traceroute and conduct an analysis to see if the packet loss is indeed caused by the end-user's ISP line. We will then investigate your mitigation settings and any routeing issue to verify the root cause. If, after investigations, the packet loss is shown to be in the user's local ISP, the end-user should escalate the case to the relevant ISP.
